Mapping and Ranking Higher Education - Setting a New Course for Europe

 

 

Europa vil konkurrere på egne betingelser på det globale marked for uddannelse og viden. På europæisk plan har man udviklet et nyt værktøj til klassifikation af videregående uddannelsesinstitutioner gennem projektet U-Map. Et andet europæisk projekt, U-Multirank, fokuserer på at udvikle en ny global, multidimensionel rankingmodel, der skal styrke europæiske institutioners konkurrencedygtighed ved at gøre det muligt at profilere diversiteten i europæisk uddannelseskvalitet og sammenligne de europæiske institutioner.

 

Europe is challenging the terms of competition in the global market for education and knowledge. A new tool for the classification of higher education institutions has been developed through the European project: U-Map. Another European project, U-Multirank, focuses on developing a new global, multi-dimensional ranking model. The objective is to strengthen the competitiveness of European institutions by making it possible to profile the diversity of European educational quality and to compare European institutions.

Frans van Vught

Professor Frans van Vught var fra 1997 til 2005 rektor og præsident for Twente Universitet, Nederlandene. Før dette var han stiftende direktør for det nederlandske Center for Higher Education Policy Studies (CHEPS), et forskningscenter for videregående uddannelse ved Twente Universitet. Frans van Vught er leder på projektet ”U-map: Towards a European classification of higher education institutions”, der omhandler klassifikation af europæiske videregående uddannelse. Han er desuden en af de hovedansvarlige på et nyt projekt støttet af EU-kommissionen om udvikling af en global, multidimensionel rankingmodel ”U-multirank: A multi-dimensional global university ranking: a feasibility project”. P.t. er han også præsident for European Center for Strategic Management of Universities (ESMU) og policyrådgiver for præsidenten for EU-kommissionen. Frans van Vught er policyekspert inden for videregående uddannelse og ledelse. Hans forskning inden for disse områder er bredt udgivet (og på mange sprog), og han har rådgivet mange internationale organisationer, nationale regeringer og videregående uddannelsesinstitutioner. Han har modtaget flere akadmiske hædersbevisninger og er æresdoktor ved Ghent Universitet, Belgien, og Strathclyde Universitet, Skotland.

 

From 1997 to 2005 professor Frans van Vught was rector and president of the University of Twente, Netherlands. Before that he was the founding director of the Center for Higher Education Policy Studies (CHEPS), a higher education research center of the University of Twente. Currently, Frans van Vught is in charge of the project “U-Map: Towards a European classification of higher education institutions”, which is drawing to a close. In addition, Frans van Vught has primary responsibility in relation to a new project supported by the European Commission “U-multirank: A multidimensional global university ranking: a feasibility study”. At present, he is also President of the European Center for Strategic Management of Universities (ESMU) and policy advisor to the president of the European Commission. Frans van Vught is an expert within higher education policy and management. He has published widely (and in several languages) on these issues and has worked as a consultant to many international organisations, governments and universities. He holds several academic awards and is honorary doctor of the universities of Ghent, Belgium, and Strathclyde, Scotland.

 

Trond Singsaas

Trond Singsaas er direktør for organisation og information ved Norges Teknisk-Naturvidenskabelige Universitet (NTNU) i Trondheim. Han er MA fra Universitetet i Trondheim og videreudannet inden for organisationsudvikling. Trond Singsaas har arbejdet med og er ansvarlig ved NTNU for projektet ”European classification of higher education institutions” ledet af Frans van Vught. Han er bestyrelsesmedlem i Universitets- og høyskolerådet i Norge og desuden tidligere kommunaldirektør for uddannelse og organisation i Trondheim kommune.

 

Trond Singsaas is director for organisation and information at the Norwegian University of Science and Technology (NTNU) in Trondheim. He holds an MA from the University of Trondheim and has specialized in organisational development. Trond Singsaas has been involved in and is the responsible at NTNU for the project ”European classification of higher education institutions” managed by Frans van Vught. He is a board member in the Norwegian Association of Higher Education Institutions and, furthermore, former city manager for education and organisation in the municipality of Trondheim.

 

Toril Johansson

Toril Johansson er cand.philol. med hovedfag i historie og har siden 2004 været direktør for Universitets- og Højskoleafdelingen i Norges Ministerium for Uddannelse og Forskning. Afdelingen er sekretariat for politisk ledelse og har forvaltningsansvar for universiteter og højskoler, nationalt organ for kvalitet i uddannelse, center for internationalisering af højere uddannelse m.v. Afdelingen forvalter den fælles lov om universiteter og højskoler, som gælder alle statslige og private universiteter og højskoler, Fagskoleloven, Lov om studentsamskipnader og opgaver knyttet til uddannelse, forskning, styring, budget og byggeri. Fra 1994-2004 var Toril Johansson studiedirektør og de senere år studie- og forskningsdirektør ved Universitetet i Oslo. Fra 1980 til 1994 besad hun forskellige stillinger i det daværende Undervisningsministerium. Hun repræsenterer Norge i Bologna Follow up Group og i OECDs uddannelseskomité.

 

Toril Johansson is cand.philol. majoring in history. Since 2004 she has been director for the Department of Higher Education at the Norwegian Ministry of Education and Reseach. The department functions as secretariat for political management and has administrative responsibility for higher education institutions, the national agency for quality in education, the centre for the internationalisation of higher education etc. The department administers the joint act on universities and høyskoler and a number of other laws and tasks related to education, research, regulation, budget and building work. From 1994 to 2004 Toril Johansson was director for education and later director for education and research at the University of Oslo. From 1980 to 1994 she held various positions in the Ministry of education of the time. She represents Norway in the Bologna Follow up Group and in the OECD Education Policy Committée.

 

Hanne Kathrine Krogstrup

Hanne Kathrine Krogstrup er lektor og forhenværende prorektor (2005-2009) ved Aalborg Universitet. Hun er tidligere bestyrelsesmedlem i Nordforsk. Hanne Kathrine Krogstrup har været Danske Universiteters repræsentant i EU's Specialkomité for uddannelse (2006-2009) og medlem af Europarådets Steering Committee for Higher Education and Research (CDESR) (2006-2009). Derudover har Hanne Kathrine Krogstrup bl.a. siddet i en række ekspertgrupper i regi af Videnskabsministeriet.

 

Hanne Kathrine Krogstrup is associate professor and former prorector (2005-2009) at Aalborg University. She has previously held a directorship in Nordforsk. Hanne Kathrine Krogstrup has also functioned as the representative of Universities Denmark in the Special Committee for Education of the European Commission (2006-2009) and been a member of the Steering Committee for Higher Education and Research (CDESR) in the Council of Europe (2006-2009). Furthermore, Hanne Krogstrup has taken part in a number of expert groups under the auspices of the Ministry of Science, Technology and Innovation.

 

Jan-Erik Krusberg

Jan-Erik Krusberg er Ph.D. (Econ.), udviklingschef og tidligere prorektor (2001-2008) på professionshøjskolen Arcada, Helsinki. Han er desuden lektor i nationaløkonomi på Arcada og særlig rådgiver for rektor. Jan-Erik Krusberg har været sekretær for flere komitéer inden for videregående uddannelse udpeget af det finske undervisningsministerium. Han har beskæftiget sig indgående med kvalitetssikring af videregående uddannelse og har bl.a. deltaget i evalueringen af flere svenske universiteter samt i auditeringen af videregående uddannelsesinstitutioner i Finland.

 

Jan-Erik Krusberg has a PhD in economics, is head of development and former vice rector (2001-2008) at Arcada University of Applied Sciences, Helsinki. Furthermore, he is senior lecturer at Arcada and special advisor to rector. Jan-Erik Krusberg has served as secretary on several committees on higher education appointed by the Finnish ministry of education. He has exhaustive experience within quality assurance in higher education and has, among others, taken part in the evaluation of several Swedish universities and the auditing of higher education institutions in Finland.
